Sega was able to outsell Nintendo four Christmas seasons in a row[46] due to the Genesis' head start, a lower price point, and a larger library of games when compared to the Super Nintendo at its release.[47] Sega had ten games for every game on SNES, and while the SNES had an exclusive version of Final Fight, one of Sega's internal development teams created Streets of Rage, which had bigger levels, tougher enemies, and a well-regarded soundtrack.[47] ASCII Entertainment reported in the spring of 1993 that Genesis had 250 games versus 75 for Super Nintendo, but limited shelf space meant that stores typically offered 100 Genesis and 50 Super Nintendo games. The NES was still the leader, with 300 games and 100 on shelves.[48]

First released in Japan on October 21, 1998, the Game Boy Color (abbreviated as GBC) added a (slightly smaller) color screen to a form factor similar in size to the Game Boy Pocket. It also has double the processor speed, three times as much memory,[44] and an infrared communications port. Technologically, it was likened to the 8-bit NES video game console from the 1980s although the Game Boy Color has a much larger color palette (56 simultaneous colors out of 32,768 possible) which had some classical NES ports and newer titles. It comes in seven different colors; Clear purple, purple, red, blue, green, yellow and silver for the Pokémon edition. Like the Game Boy Light, the Game Boy Color takes on two AA batteries. It was the final handheld to have 8-bit graphics.

To compete with Nintendo, Sega was more open to new types of games than its rival, but still tightly controlled the approval process for third-party games and charged high prices for cartridge manufacturing.[43] Technicians from American third-party video game publisher Electronic Arts (EA) reverse engineered the Genesis in 1989,[44] following nearly one year of negotiations with Sega in which EA requested a more liberal licensing agreement than was standard in the industry before releasing its games for the system.[45] The clean room reverse engineering was led by Steve Hayes and Jim Nitchals, lasting several months before EA secretly began game development.[45] EA founder Trip Hawkins confronted Nakayama with this information one day prior to the 1990 Consumer Electronics Show (CES), noting that EA had the ability to run its own licensing program if Sega refused to meet its demands. Sega relented, and the next day EA's upcoming Genesis games were showcased at CES.[45] EA signed what Hawkins described as "a very unusual and much more enlightened license agreement" with Sega in June 1990: "Among other things, we had the right to make as many titles as we wanted. We could approve our own titles ... the royalty rates were a lot more reasonable. We also had more direct control over manufacturing."[44] After the deal was in place, EA chief creative officer Bing Gordon learned that "we hadn't figured out all the workarounds" and "Sega still had the ability to lock us out," noting "It just would have been a public relations fiasco."[45] EA released its first two Genesis games, Populous and Budokan: The Martial Spirit, within the month.[44] The first Genesis version of EA's John Madden Football arrived before the end of 1990,[44] and became what Gordon called a "killer app" for the system.[45] Taking advantage of the licensing agreement, Gordon and EA's vice president of marketing services Nancy Fong created a visual identifier for EA's Genesis cartridges: A yellow stripe on their left side added during manufacturing.[45]

One trait that remains peculiar to the fourth generation is the huge number of exclusive games. Both Sega and Nintendo were very successful and their consoles developed massive libraries of games. Both consoles had to be programmed in assembly to get the most out of them. A game optimized for the Genesis could take advantage of its faster CPU and sound chip. A game optimized for the SNES could take advantage of its graphics and its flexible, clean sound chip. Some game series, like Castlevania, saw separate system exclusive releases rather than an attempt to port one game to disparate platforms. When compact disc (CD) technology became available midway through the fourth generation, each company attempted to integrate it into their existing consoles in different ways. NEC and Sega released CD add-ons to their consoles in the form of the TurboGrafx-CD and Sega CD, but both were only moderately successful. NEC also released the TurboDuo which combined the TurboGrafx-16 and its TurboGrafx-CD add-on (along with the RAM and BIOS upgrade from the Super System Card) into one unit. SNK released a third version of the NeoGeo, the Neo Geo CD, allowing the company to release its games on a cheaper medium than the AES's expensive cartridges, but it reached the market after Nintendo and Sega had already sold tens of millions of consoles each. Nintendo partnered with Sony to work on a CD add-on for the SNES, but the deal fell apart when they realized how much control Sony wanted. Sony would use their work with Nintendo as the basis for their PlayStation game console. While CDs became an increasingly visible part of the market, CD-reading technology was still expensive in the 1990s, limiting NEC's and Sega's add-ons' sales.
